In the quiet corners of Tanzania’s rural villages, dreams once impossible are being forged anew. Dr. Msafiri Kabulwa’s story mirrors those dreams—beginning with aspirations of engineering and landing in the transformative world of healthcare. With no advanced math teacher to guide his engineering ambitions, Dr. Kabulwa pivoted toward a career in dentistry. His journey eventually led him to a pivotal role influencing the landscape of assistive technology in Tanzania.

Unveiling a Project of Hope

Amidst the yawning gaps in healthcare personnel in Tanzania, especially in rural areas, Dr. Kabulwa took an innovative step forward. Together with HelpAge Tanzania and the World Health Organization (WHO), he embarked on a mission to introduce the ‘Learning on TAP’ initiative. This project opened a new frontier for frontline health workers, by providing them necessary skills to bridge the access gap for assistive products such as hearing aids, walking sticks, and more.

A New Learning Paradigm

In 2022, this revolutionary blended learning approach began to take root in Morogoro region, empowering 179 health personnel and dispensing nearly 15,000 assistive products across 31 facilities. Online learning, followed by in-person training and mentored practice, created a robust path for skill acquisition, enabling healthcare workers to provide essential services within their communities.

Forge Pathways to Health

The project not only equipped health workers but also forged referral pathways from local communities to hospitals. According to World Health Organization (WHO), these pathways have become the lifelines, ensuring that resources reach those who most need them. By integrating assistive products into Tanzania’s essential health products lists, this project lays a solid foundation for sustainable healthcare.

A Model for the World

What started as a regional pilot is now a template for the world. Lauded globally, Learning on TAP has been adopted in diverse countries from Romania to Fiji. This model, driven by WHO standards, proves adaptable to various environments worldwide—a testament to the power of collaboration and innovative learning methods. As Dr. Kabulwa passionately notes, these experiences and results have equipped Tanzania to pursue assistive technology provision on a national scale.
